I have the honour to acknowledge the receipt
120 of Lord Milner's Confidential despatch of the 3rd of September with regard to the establishment of an Imperial Wireless System.
2.
I have consulted my Executive Council and the Unofficial Members of the Legislative Council regarding the suggestion in paragraph 4 that the Hongkong Government might contribute to the cost of the Scheme, and with their approval I am prepared to agree to an annual payment of half the annual deficit on the working of the Hongkong station, inclusive of provision for interest on capital and amortization, up to a maximum charge to the Colony of £12,500, on the understanding that the Colony should receive
a half share in any profits which might accrue on the working of the Hongkong station.
3.
The question of the method of estimating the annual deficit, or alternatively the profits, is one which would require detailed consideration at a later stage.
